Pattern help - increasing stitches

Hi everyone, please may I have help with the following. My knitting pattern states:

"Change to 4mm needles and proceed as follows.

1st Row. Knit
2nd Row Purl.

These 2 rows will now be referred as st st.
Working in st st throughout inc 1 st at each end of next and every foll 4th row to 37 stitches."

Does this mean I do the 1st and 2nd row then increase the stitches on the next row after? Or does it mean I increase stitches on that 1st row from changing the needles?

Hi I’ve recently had a pattern with very similar instructions and you do the 1st in knit and 2nd in purl then start the next instruction on the row that follows: so add a stitch at the beginning and end of the 3rd and 4th rows

I agree about working rows 1 and 2 without an increase and then increasing at each end of row 3 but “every foll 4th row” means that the next increases are on rows 7, 11,15, etc.
