Not sure about this instruction: indigo knits sweater

HI! Boy did I get myself into something awful. Made the sweater too small so I actually added a gusset on the side so I don’t have to rip it. Anyhoo… this is called the lady dona ruffle sweater in
Indigo Knits and it’s a cotton sweater with a big ruffle around the neck (IN SEED STITCH NO LESS). The ruffle is 421 stitches and after 10 rows it says:

Row 11: *K1, p1, k1, drop next st rep from * to last st, k1 – 316 sts.

I think they mean to just drop that purl stitch, the 4th purl stitch each time… does that sound right? Then later after you sew it on it says UNRAVEL DROPPED RUFFLE STITCHES.

Weird, I’ve never done this but I guess it’ll work.
