Not sure about instruction

I’m working on the Widdershins sock pattern from Knitty.com

I’m not quite sure I follow the bolded instructions below, after the w&t instructions:

Turn Heel:
Work in patt to end of Needle 2. Heel will be worked over sts on Needle 3 and Needle 4, starting on Row 1, below.

Row 1 [RS]: K31, m1, k1, w&t.
Row 2 [WS]: P17, m1p, p1, w&t.
Row 3 [RS]: K15, m1, k1, w&t.
Row 4 [WS]: P13, m1p, p1, w&t.
Row 5 [RS]: K11, m1, k1, w&t.
Row 6 [WS]: P9, m1p, p1, w&t.
Row 7 [RS]: K7, m1, k1, w&t.
Row 8 [WS]: P5, m1p, p1, w&t. 82 sts.

[B]Work 1 round over all sts on all needle, ending at point between Needle 3 and Needle 4 (center of heel). When you encounter a wrapped stitch, pick up the wrap and place it on your left needle, then knit it together with the stitch which it had wrapped.[/B]

I would take this to mean that I knit (in Cable Rib Pattern??) over needles 1 - 3, but NOT needle 4? I’m actually working this in magic loop.

The following instructions say to keep knitting until 15 sts remain on needle 4. It would seem more logical to me for the above instructions to say simply “Work 1 round over all sts on all needles, ending when 15 sts remain on needle 4”.

Since they don’t say it that way, I’m not sure if I’m understanding properly…

Since needles 3 and 4 will be the sole of the sock, you’d work the cable rib on needles one and two and keep the 3 and 4 stitches plain as you pick up the wraps. When you get to the middle of the bottom of the foot, between 3 and 4, you’ll do one more round until the 15 stitches are left on needle 4 and then work those and stitches from needle 3 back and forth. Hope this makes sense.
