Newborn sweater

I am doing my first sweater & am having a little trouble with pattern. Pattern reads as follows:Sl 1 wyb: Slip 1 st purlwise with yarn in back. For the garter stitch borders of sweater, the last stitch of every row is slipped with the yarn in back. When starting the next row, insert needle in first stitch then take yarn across the front of this stitch to the back and knit.
The last part is what I am not getting where it says to take yarn across the front of this stitch to the back? Do I take it to the back as you do when you are doing a k1, p1, ? Help!:think:

When you finish the row before and turn the work, your yarn will be in the front of your work and in between the 2 stitches from the previous row. Then you insert your needle and take the yarn across the front of the first stitch to the back (from left to right and around back) and then knit as normal.

so you end up with an extra st on your needle
