Newbie confused with pattern

I’m a new to knitting and I’m trying to knit this cardigan but i’m a little confused with the pattern instructions.

does that mean for me to repeat the Dec row on every 6th or 12th row? and only 2 times. for example if i was doing the smallest size and I had to repeat the Dec row every 6th row would I have a total of 12 rows in which 2 of those rows would be a DEC rows? then right after I complete my last Dec row do I work 5 more rows of Stockinette stitch

The numbers 6 and 12 refer to whichever size you’re making. If you’re doing one of the smaller sizes, dec every 6th row twice more; if one of the larger sizes, dec every 12th row twice more.
So for the smallest size, do the first dec row, call it row 1, then dec again on row 7 and row 13 and you would have 72 st. Work even means to knit in pattern without decs (or incs if that’s what came before), so yes, knit 5 more rows.
