cast of 7 stitches, knit until there are 12 on right needle and TURN (does this mean turn the work around?) leaving remaining sits on a holder. Work each side of neck separately. Cast off 4 Sts at beg of next row. last of rem 8 sts.
With RS facing, join yarn to rem sets. cast of centre 29 Sts, k to end.
complete to mat first side, reversing shaping ??

Yes, turn means to turn the work to the wrong side (WS) as if you were at the end of a row. You can leave the remaining sts on the needle or on a holder but ignore them for the moment.
On the WS row, cast off 4 sts, work to the end of the row, turn and cast off remaining 8sts.
Now you get to work on the sts that were on hold. Add a new end of yarn by just holding it in place with about a 6" tail. Cast off the center 29 sts and then knit to the end of the row, turn to the WS, work the row, turn to the RS, cast off 4 sts (this is the neck edge), knit to the end of the row, turn and cast off 8sts.
