New knitter needs help understanding a pattern!

I am new to knitting and am knitting a teddy bear. Part of the pattern has me confused and I was hoping someone could help me. The part of the pattern I need help with is the head back. The first line states:

“Cast on 12 sts, inc each end of every 4th row until you have 30 sts”
-Ok, I think I understand that one. The rest of the pattern is this:

“* K14 rows”
“dec 1 st at each end of every row until you have 8 sts.”
“Cast off”

the part I don’t understand is the “*”. I think that is supposed to mean I repeat what is after it, in this case K14. But wouldn’t that just be the same as K28? Why not write K28? There are plenty of other parts in this pattern that say K21 and K24. I don’t know exactly what I’m supposed to repeat or if this even means to repeat something. There is no explanation on the pattern. And how many times do I repeat whatever it is I’m supposed to repeat??? I’ve already done all the other parts of the bear so I can’t give up on it now.

Can anyone help me?

I’d ignore the * for now. It’s possible that somewhere later in the pattern they refer to it, but it’s meaningless for this section the way it’s written.
