Normally when you purl or slip as if to purl, your yarn is in front of the needle. This is just telling you to do your yarnover and then with the yarn in back, slip as if to purl (so, slide the stitch from the left needle to the right by inserting the right needle in as if you were going to purl --but the yarn will be in back).
You should read this as “yo, then wyib sl 1 as if to p” The YO is separate from the slip st. So do your yo, which brings your yarn to the back, keep it there and slip the next stitch.
