That wouldn’t be difficult to make up. CO about 30-40" worth of sts on size 15s and bulky yarn. Knit the turtleneck in 2x2 rib until about 20" long, then double the number of sts and switch to a 4x4 rib (or it may be 4x2) and knit until elbow length or so. You might seam up the collar with the front left open.
