Row 1 (Wrong side) Knit 2, Purl 2 stitches, repeat from the * across the row and end by knitting the last 2 stitches.

That’s telling you the Row 1 will be the ‘Wrong Side’ of the piece, which is usually worn on the inside, next to the body, and that you would repeat knit 2 sts and purl 2 stitches all across the row. Like this - k2, p2 k2 p2 k2 p2, and so on, and end with a knit 2.
