This is a very loose translation, isn’t it?
The first red section seems like:
After 15(19, 23.5 26.5, or 30) cm measured from the ribbing, (depending on the size you’re making), shape the sleeve, decreasing on each side.
After that I would gradually dec the sleeve cap until you get to the center cable and its flanking sts plus one st each side for a seam. See the photo of the saddle shoulder. Then, I’d knit the shoulder saddle until it’s long enough to seam to the fronts and back and end even with the fronts and back at the neck.

i want to know if the pattern say decrease in 12th row (purl row )that means we dec in the 12th or the 13th row??

If the pattern says dec in the 12th row, then that’s the row to decrease in.

the pattern says every 12 row ??

Then dec on rows 12,24,36,48 etc.
You’re doing an excellant job interpreting this pattern. It would be great to see the finished sweater if you’d like to post a photo.
