Need help with shaping cardigan raglan back

Hello! I am a new(er) knitter, and have been working on a cardigan for my baby daughter. I’m currently using the “Baby Cardigan/Jacket” pattern from OGE Knitwear Designs and am stuck on the following instructions:

Shape Raglan
Next row— Cast off 4sts at beg of next 2 rows. 42 [46 : 54]sts.
1st row— K1, sl1, K1, psso, knit to last 3sts K2tog, K1.
2nd row— K2, purl to last 2sts K2. 3rd row— Knit
4th row— K2, purl to last 2sts K2. These 4 rows set Raglan shaping.

My question is this: are the instructions for the “Next row” supposed to be worked independently of “Row 1”? Should I be decreasing the two rows mentioned in the Next Row instructions, and then move onto Row 1? Or should I be decreasing on rows 1 and 2?

Any help would be greatly appreciated!!

Work the Next row instructions independently of the following 1st row, 2nd row etc.
So cast off at the beg of the next 2 rows. Then after those 2 rows, start the decreases at each side as given in 1st row and continue with rows 2-4.
