This is such a pretty pattern. I’ve made the sweater and loved it.
A similar stitch is described in this tutorial.
The idea is to stab the right hand needle into the stitch below, wrap the yarn strand around the right hand needle and pull the loop through to the front. This tutorial shows stabbing the right hand needle several rows below but you need only go into the previous row. Then the pulled up loop is purled tog with the next stitch on the left needle.
