Need help with pattern

I’m working on the back of a sweater vest. I have knit to the armhole decreases…
Pattern calls for 7 st bind off on next 2 rows which I’ve done. I’m now on the RS of my piece.
Pattern now calls for: "work 4 Garter sts, k2tog, St st to last 6 sts, ssk, 4 Garter sts."
I know that garter is to knit each stitch but is that what this is sayng? any and all help appreciated!!

I guess so, but it perhaps is indicating that they will be knitting those stitches every row at least for a while or it wouldn’t make garter stitch.
