Need help with pattern please

Hello,
I’ve just started a new pattern and have come unstuck at the start of Row 3.
There doesn’t seem to be enough stitches to do what the pattern says.
I’m thinking that they might’ve gotten their wrong sides and right sides mixed up?

This is the pattern.

Cast on 19 sts
Setup Row (WS): k2, pm, k to end.
Row 1 (RS): k1, (double yo, k2 tog) x 8, sm, kfb, k1. 28 sts.
Row 2 (WS): k1, kfb, k to m, sm, (k2, p1) x 8, k1. 29 sts.
From this point on there will always be 25 sts before the marker (RS)/after the marker (WS), with the exception of Row 13.
Row 3 (RS): k to m,sm,ssk, k to last 2 sts, kfb, k1.
Row 4 (WS): k1, kfb,k to end. 1 st inc.
Rows 5-12 rep rows 3 and 4 four more times
Row 13 (RS) BO 8 sts, (double yo, k2 tog) x 8, sm, ssk, k to last 2 sts, kfb, k1.

The pattern is from Ravelry and called Close To You by Justyna Lorkowska

When you finish row 2 (ws) you should have 29sts: 4sts before the marker and 25sts after the marker when viewed from the ws. Turn to the rs and you have 25sts, marker, 4sts.
For row 3 which is k to m,sm,ssk, k to last 2 sts, kfb, k1.
That means that on these last 4sts you’ll
ssk (takes 2sts leaving 1)
kfb (takes 1 stitch leaving 2)
k1 (1 stitch)

Ok so by saying knit to last sts it could just read k 2?

It gets frustrating when there’s no universal way of writing patterns cos to me knit to last 2 stitches imply there’s more than 2 stitches.

I wrote the pattern name on the post, but anyway it’s called Close To You, I got it off Ravelry.

I’ve just completed about 7 rows of the pattern using your advice.

Thankyou, it worked out well and I now understand why it was written the way it was because the pattern increases in that spot.

I guess it shows my lack of experience.
