Need help with baby sock pattern again

Hi again. Thank you for your help on the last post. Now I need to understand the short row heel section.

Beginning in row 1, how do you do: “Bring yarn to front as if to purl, then slip stitch (I wrap created --on purl rows, take yarn to back as if to knit before slipping stitch). Turn.”

Are you decreasing stitches by slipping stitch? Because as the rows continue, they seem to have less stitches.

There are less stitches because you’re doing ‘short rows’ where you don’t knit an entire row. The slipped st is just held there until you knit into it and the wrap together later on.
