Need help with a sleeve pattern for a baby Bolero

I am working on a Bolero sweater for a newborn and the pattern for the sleeves calls for the following:
“Cast on 62 stitches.
1st Row:* K2, cast off 2 sts, rep from * to last 2 sts, k2. 38 sts.”

I can’t figure out how to knit the first row. I have done it 2 separate ways and have 32 stitches after completing the row. Does anyone have suggestions of what I am doing wrong?

Welcome to KH!
It takes knitting 3 sts to cast off 2sts. K2, knit 2 more sts, lift the first over the second stitch on the right needle and off, knit one more, lift the first stitch over and off. There’ll be 2sts, a gap and then one stitch on the right needle. Now knit 2 more sts, then start the bind off again.
The numbers work out and you should end with 38sts on the needle: 2_3_3_3…3_3_3
