I want to make this purse for my daughter’s 18th birthday:

what I don’t understand is the following:
Repeat these 2 rows, and at the same time, work a yarnover one stitch in from each end of the next row and then every fourth row until there are 30 sts.
ok - so the YO is the 2nd stitch and 2nd to last stitch of the row right? and what does the pattern mean by “of the next row and then every fourth row”? Does it mean that the second of the 2 rows I am repeating and then every 4th row after that gets a YO, or does it mean that the 1 row of the 2 I’m repeating gets the YOs? I hope my questions make sense.
