Need help understanding the pattern

Hi everyone, I am working on Chic Knits Beld pattern and get confuse with the following:

Increase neckline as est in INC row above, every 6 rows 9 (9, 10, 10, 10, 11, 11) more times AND AT THE SAME TIME work raglan increases every RSR 0 (0, 1, 3, 4, 6, 9) more times; then every other RSR 8 (9, 9, 7, 7, 5, 4) times; then every RSR 5 (5, 6, 8, 8, 11, 11) times, ending

I can’t figure out what the following mean

  1. Increase neckline , every 6 rows 9 times
  2. Raglan increase every RSR 0 more times
  3. Every other RSR 8 times
  4. Every RSR 5 times

Can anyone tell me exactly which row increase neckline and which row increase raglan? Which row should be the last row or how many rows altogether?

What an elegant sweater:

Assuming you have just completed a neckline increase row, call that row, row 1, a RS (right side) row, increase at the neckline on rows 7,13,19,25,31,37,43,49, and 55.
Increase at the raglan (the sleeve side) on rows 3,7,11,15,19,23,27 and 31 and then rows 33.35.37.39.and 41.
When an instruction has a 0 for your size, skip that instruction.
