I need some knitting help. Does this pattern mean to do a wrap and turn?

Yes, the link is always helpful if possible or even the name of the pattern.
Is it corecting the mount of the sitch that’s confusing? Most of the directions are concerned with doing this.
Here’s a video that will show you what this means. It’s for knit sts and not yarn overs but the idea is the same.
You may have already done short rows to get to this point in the pattern and that’s what is giving you the unworked sts which will now be incorporated into the working sts. The directions you quote aren’t themselves for short rows.
