Need clarification on instructions, please

I’m working on a pair of socks. One of the instructions is “continue pattern for x number of inches, ending with a RS row”.
Just to make sure (as I think I’ve read replies both ways), that means I finish with a RS row and the next row will be with the WS facing me, correct? It seems so simple, but I’m sure that someone said that actually meant to end so the next row started on the RS.
I’m not at that point yet, but thought it might be wise to ask before I got there and was stuck.

I’m confused, how are you knitting socks so that a WS will be facing?

No, I’m using dpns, but I’m at the section in this pattern where I’ve “divided 28 stitches onto two needles and leave for instep” Then I transferred all the stitches from needle 1 onto the end of needle 3 and am working a K1, sl1 row, then a purl row for 2 1/2 inches for the heel. Since this is being worked on a single needle for those 2 1/2 inches, I can see the RS and WS. I haven’t gotten to the “shape heel” part yet…
