I don’t understand this pattern …
Neck opening-
Row 1 (right side) knit (11,13,15,17,19,21,23,25 sts), bind off the next (19,19,21,21,23,23,25,25 sts), knit (10,12,14,16,18,20,22,24 sts). (22,26,30,34,38,42,46,50 sts)
Row 2 (wrong side) k1,p1,k1,p1k1, purl to neck opening, using cabel cast on {cast on 19,19,21,21,23,23,25,25 sts} purl to last 5 sts, k1,p1,k1,p1,k1. (41,45,51,55,61,65,71,75 sts)

What is the name of your pattern?
This is making a slit opening in the fabric so you work up to the point of the neck, or slit, and bind off a given number of stitches and then work the next number to the end of the row.
Then you turn the work and work back. When you reach the bound off stitches, or slit, or neck opening, you cast on the given number of stitches and this spans the gap that was created by the bound off stitches. After casting on the given number just work the remaining stitches on the needle as given, purl to last 5 stitches the the k p sequence.
On the next row you will again have a full stitch count but a gap/slit in the middle of the fabric.
