More questions re: handle cord

The pattern I am trying to work on states: To make Handle Cord:

Cast on 116 stiches using size 8 circular needles, cast off using a size H crotche needle.

I get the casting the 116 stiches, but then I immediattely cast off? does this sound right? would I have to knit at least one row first.

If you wanted a thicker handle, you could knit a row. Personally, I like I-cord for handles!

Yes it’s right; you’re making a cord, not really knitting anything. If you know how to crochet you could just crochet a chain, then single crochet in it.
