My pattern reads as follows and has me stumped!

Continue Raglan shaping and establish front edges:

Increase as established at raglan markers every RSR 5 more times; Then every other RSR 2 times; Then every RSR 8 times AND AT THE SAME TIME Begin five stitch rib pattern at front edges and Mondo Cable Sections as follows:

Next Row (rs): [k1,p1,k1,p1,k1], p2, k10, p2, Work to last 19 stitches maintaining increases as given above, P2,k10, p2 [k1,p1,k1,p1,k1]

Next row (ws): [sl 1 pwise wyif, k1, p1, k1,p1] k2,p10,k2, Work to last 19 stitches, k2,p10,k2, [p1,k1,p1,k1, sl 1 pwise wyif]

Repeat these 2 rows twice more.

QUESTIONS:
At what point am I beginning the stitch rib pattern…does the AT THE SAME TIME instructions apply to the entire pattern… Or just the last sentence (the RSR 8 times)???

I think this may be the pattern:


It is a little ambiguous but looking at the projects on Ravelry, I’d say start the rib pattern and the Mondo Cable at the same time that you begin the "Increase as established at raglan marker every RSR 5 more time…"
Is this sweater knit top down?

I agree. Looking over the pic of the sweater I think your right. Yes it’s knit from the top of the boat neck down and then the collar is attached afterward.
