I have knit the pattern body of a different bag, but I am doing the handles of this one. It says to knit garter (but it is in the round). Then it says end on a purl row. So do I reverse stockinette?

Knitting Garter stitch in the round is done by alternating a knit round and a purl round. So you would end by doing a purl round here.
