My pattern calls for an M1. It does have many holes it it how do I know if I should make it with or without a hole

What is the name of your pattern?
Usually, when you work a M1, you knit or purl into the back of the stitch in order to twist the stitch and close up a hole.

I am doing a cinder sock yarn shawl
If your pattern just says M1, then work it as in the video to close up the holes.
The lace pattern is partly yarn overs and perhaps another lace stitch. In that case, the holes are part of the pattern and are worked as directed.
