Loch Ness pattern help

Having a hard time understanding what this pattern is looking for.

Can someone help please?

Not sure if next means row to be started or the following row - having a REALLY hard time following the instructions. This part has me stumped.

BODY RIGHT SIDE
Cast on 30 sts.
Beg. with a P. row, work in st.st.
Work 1 row.
Inc. 1 st. at each end of next and every alt. row until there are 40 sts.
Work 1 row.
Inc. 1 st. at each end of next and every 4th row until there are 52 sts.
Work 3 rows.

Divide for neck and tail
lst row Inc. in first st., K. 10, cast off 2 sts., K.26 including st. already on needle, cast off 3 sts., K.9 including st. already on needle, inc. in last st.
Work on last group of 11 sts. for tail.
Work 3 rows.

I would read it like this:

Cast on 30 stitches

purl one row

Knit one row, increasing at each end.

At this point, work in stockinette stitch, increasing in every knit row until you have 40 stitches.

Work one row even (that would be purl row)

Knit one row, increasing at each end

Work in stockinette stitch, increasing in every other knit row until there are 52 stitches.

Work three rows even.

Divide for neck and tail:

Increase in first stitch, k10, bind off 2 stitches, knit 26 (really knit 25 more since the stitch left over from the bind off is one of the 26), bind off 3, knit until there are 9 stitches after the bind off, increasing in the last stitch.

the divide for neck section - is it reasonable to think I should be doing that on a purl row? That’s what has me confused!
