Lion Brand Diaper Soaker Question

My question is with with following line in the finishing area of the pattern:

FINISHING (all sizes)
Cuff
From RS, beginning at the back waistband, pick up and k stitches every row from front to back in an multiple of 4.

I get how to pick up and knit stitches but I’m slightly confused on the wording.

Here’s my interpretation:

I am knitting on the right side of the soaker, and starting at what would be the back of the soaker. I pick up and knit the stitches in pattern…but that’s where it gets honky.

Front to back in multiples of 4??? Does this mean I pick up enough stitches that are in multiples of 4 (say 4, 8, or 16 stitches) and knit in pattern, and then pick up another multiple of 4 and repeat??

I think the multiple of 4 part just means when you are finished your number of stitches needs to be a multiple of 4 (IOW something that divides evenly by 4) because you are doing K2, P2 ribbing and need a multiple of 4 for that to work properly.

They don’t tell you how many to pick up but just this,

pick up and k stitches every row
. It sounds like you are supposed to pick up a stitch for each row.
