I’m making a garter stitch blanket with i-cord edge out of a bunch of yarn given to me. I’m holding two colors together as I go (one is always white) and I noticed several rows down I missed one of the colors and had a bar. I dropped the stitch and laddered down, and now I am at a place where I can’t ladder down any further and I have no stitch to put back on the crochet hook to ladder back up. I have no idea what I have done . I just dropped the previous stitch and went all the way down and back up so I’m lost. It almost looks like the bottom ladder skips and goes over to the right one stitch somehow.

You may have laddered down to a mistake yarn over. It possible to pull the yarn through an adjacent stitch from front (the side facing in the photo) to back. That’s like a knit right loop increase, then ladder up the rest of the way.
The red circle is around one of the sts you could use for this. See how it looks after a couple of rungs of the ladder are repaired. There may be some looseness in the yarn but it can be worked into adjacent sts by tugging widthwise and lengthwise.
