I’m working with a lace pattern that says it is 9 sts plus 4.
So for instance, in a scarf that is going to be 14" wide, would I need to calculate for a repeat of 9 or a repeat of 13?

you calculate for a repeat of 9, and add 4 stitches to the total for the repeats.
say you have a gauge of 8 stitches per inch. for 14 inches you would need 8 x 14 = 112 stitches. At 9 stitches per repeat you can fit in 12 complete repeat. 12 time 9 = 108. 108 plus 4 = 112.
Now, it doesn’t always work out to the same number…grin that was a coincidence.
