I’m Tashian, a first timer, and very glad to be here!
I am trying to knit socks which will have a leaf lace (something like this, but in a sock).
I found this pattern for the lace leaf I want to use, but in my case I only want one “row” of leaves.
However, I can’t make the stitch count work. I believe it has to do with flat/circular knitting. I am not sure if the diagram shows both RS and WS and needs to be adjusted to circular, and if so- how to do it.
Will highly appreciate any help with this… Thank you!

You should only need a single stitch to start the leaf. The yarn overs expand the leaf and then decreases shape the point. The chart shows RS and WS rows. If the vertical bars are knits then the chart is fine as is for knitting in the round.
It should make a very pretty sock design.

So if both RS and WS appear- does it mean that I knit the even rows in the instep side and odd rows in the sole side of the sock, using k sts (instead of p)? or does it mean that I do all rows in the instep as they appear, and just knit the sole?
My other question is then, if all increases are done in only the first part of the pattern (and the decreases part follows next)- is the sock wider in 8 sts after this first part is done? so the sock width is changing throughout the knitting?

Chart rows refer to RS/WS for the chart itself. If you want to repeat the leaf pattern on the sole and the instep you would repeat the chart. Usually it’s more comfortable to keep the sole in a simple pattern like stockinette and put the lace motif on the instep.
Yes, the sock width is going to transiently change width. Knit up a swatch so that you can see what you think.
