Knitting with two strands together

When a pattern calls for “with 2 strands A, cast on 24 sts. Work even Garter st for x inches”, does this mean that you double knit each stitch? In other words, am I casting on 2x24 stitches and working 24 double stitches, or am I casting on 2x24 stitches and working 48 stitches?

you hold 2 strands of yarn and knit as if you only had one strand. Right now I am doing this and I have 2 balls of the same yarn working. So just CO 24 stitches as you normally would.
