Knitting verbage-sleeve baby sweater

I need some clarification on instructions. There are 18 rows. “Repeat pattern and continue to increase 1 stitch at each end of 3rd and every following 6th row until there are 51 stitches on the needle. 45 rows should now have been worked”. I have 41 stitches before this paragraph. I have done 18 rows. To put on another 10 stitches, wouldnt I need to repeat the 18 rows like five times? Which is way more that 45 rows.

Increase at [I]each[/I] end of the row. That’s 2sts increased per inc row. You’ll increase on row 3 and then rows 9,15,21,27. Keep track of which pattern row you’re working separately but this should only take one full repeat and part of a second repeat.
You have 18 rows now plus 27 rows for the increases gives you 45 rows. It’s 5 inc rows (10 sts inc) or 51sts.
