I’m not sure if it’s just me but I can’t see the whole of your image to be able to offer any advice.
It may help to type out the section you’re stuck on so that someone can help.
What is the name of your pattern and the designer?
Have you already made the openings for the legs? That’s often the difficult part of patterns for dog coats. If you’ve made the openings, these instructions are for picking up sts around the opening to give a nice finish to them. They are telling you where to start the pick up and how many sts to pick up in each section.
Here’s a video for picking up sts in case you need it.
I may be wrong but this is how it seems to me.
Red - do these join later? When lined up they will indicate where the beginning of the pickup starts to get the hole equal. You can put a marker or pin in to help line up.
Work from Green in direction of arrow
Green pick up 16 for smallest size
Yellow pick up 10
Blue pick up 16
Purple pick up 10
When you pick up you will need to open out the fabric so you can work flat.
Work 5 rows of rib for smallest size then cast off.
My guess is you will seam the red edges together and continue the seam to join the two ends of the rib edges together.
I’ve used smallest size as example, use the correct number of stitches for the size you’re making.
