I understand how to knit a fair isle or stranded pattern but what do I do with contrasting color when I am done with the color for that row?

Knitting name in circular pattern
Well, that depends on a few things. It may matter what you are making and how–flat or round, and if it is seamed or not. Are you going to use that color again in only a few more rows? You may want to catch it with the other color along the side as you go up if you are using it right away or you may carry it a ways if there will be a seam for the edge to hide in. If you won’t use it for quite a ways I’d cut it leaving a tail of each color (if that applies) and work over it or work the tail in later.
Your post title says you’re trying to knit a name in the round? If you try to do intarsia in the round, it won’t work, because the yarn is at the wrong end of the name pattern for the next round.

There is no seam. It is a Christmas Stocking in the round.

There are 72 stitches in the row and the name motif is 23 stitches. It seems like a long way to carry the yarn. The MC is off white and the CC is black and I wonder about the black showing through.

I am not exactly sure how work the tail in later.
You work in the tail later the same way you weave in the ends on a finished item.
