Knitting a sleeve for baby sweater

Hi am having trouble reading the pattern for the sleeve on a baby sweater. It says " work St st. Inc 1st each side every other row once then every 4th row 7 times". This should increase stitches from 28 to 44. Can anyone explain this?

You may have just finished knitting the ribbing on the sleeve and now you should knit across the right side (RS) row and then purl across the wrong side (WS) row. On the next row, a knit row, k1, work your favorite increase, knit across almost to the end of the row, increase and then k1. Call that row, row 1. Repeat the increase on rows 5,9,13,17,21,25,and 29.
