Knitted Toys

I am used to patterns which are a little bit more explicit in their instruction. I just want to check my assumptions.

Using A CO 14sts
1st Row: (k1, inc) 7 times (21 sts)
2nd Row: P

So, does that mean I am turning my work at the end of row 1 and purling all of the remaining sts on my needle?

This is confusing. How can you work 21 stitches when you caston 14?

I would take it to mean you are working back and forth, not in round.
First row is all knit with an increase into every second stitch, increasing 14 sts to 21 sts
Second row is Turn and purl those 21 sts.

That makes sense.
