The bottom ribbing of my knitted sweater is too wide. I removed it to make it shorter and graft it back to the sweater. Can it be cut vertically? Thanks

Technically you could cut vertically (somewhat like a steek). But there’s a better way to work this.
I assume the sweater was knit from the bottom up? It would be a sturdier join if you picked up the open sts from the body and re-knit the ribbing. You can make some decreases or use a smaller needle or both in order to shorten the ribbing.
