King Cole 3146

Can someone please help me? I was going great with this pattern and then got to shape the neck and am completely confused. I have 21 stitches remaining after shaping the raglan armhole, ending with a wrong side row.
It says:
K1, K2tog, K14, sl last 4 stitches onto a thread and turn.
Continue to dec 1st at raglan edge, as before, on every foll alt row at the same time dec 1 st at neck edge on next 4 rows, then foll 3 alt rows. 4sts.
K 1 row
Next Row: K1, K2tog, K1. 3sts
Next Row:K2tog, K1. 2sts
K2tog and fasten off.

I am probably being thick so I am sorry but I am just not getting this at all! I love this cardigan it is for my granddaughter so I really want to be able to finish it.

Assume the row that says “K1, K2tog, K14, sl last 4 stitches” is row 6. Then you would dec 1 st at the neck edge on rows 7,8,9,10,12,14, and 16 (next 4 and then the next 3 alternate rows). At the same time, you’ll dec 1 st along the raglan edge on rows 8, 10, 12, 16, and 18. After that last row, you should have 4 sts remaining on your needle. At that point, work a knit row, and then the specified dec rows.
