Kids (short scarf) with passthrough and flowers

Hi everyone. After having not knitted for a few years, I thought I would make my daughter a short scarf (with a passthrough) for fall. Ideally about 17-18 inches long, and three or four flowers knitted in (not on top of) the scarf.

Can anyone direct me as to how to make the pattern or find one that exists. ( I did learn the buttonole technqiue after watching the video 700 times)
