Is there a way to cast on and keep the stitches live?

do you mean to make a cast on that you have workable stitches on either side (so that you can knit “up” and “down” from there?)

That is called a provisional cast on.

Yep, the provisional cast on where you use another yarn for the actual cast on and take it out later, or if you CO to the cord of a cable needle as shown on Fleegle’s blog.
