Just learning and already stumped on an 'easy' pattern

I started this drawstring bag that has a ruffled top. The instructions for the top say k1, *k2, lift first of these 2 over second, rep from * to end.

What does this mean ‘lift first of 2 over second’? How does this carry out for the complete stitch?

After you knit the two stitches, put your left needle tip in the stitch and lift it over the stitch closest to the point and off the needle, kind of like binding off or a psso. Knit 2 and pass the first stitch over all across the row.

You’re probably making the eyelets for the draw string.
