i have run into this twice
and i cant seem to do this

Yes, you just have to wrap the yarn twice. Watch this great YOUTUBE VIDEO. She explains it very well. You will pay attention to the directions when working a yarn over (yo) just prior to working a purl, or even purl 2 together:
