Can anyone explain the following:
On even numbered rows - work knit stitches over garter stitch border pattern and work purl stitches over the eyelet pattern

For garter stitch, knit every row whether odd or even numbered. This is just a reminder that on the even number rows as well as the odd rows, work the garter border as knit sts.
For the eyelet pattern with its yarn overs on the odd number rows, work the sts as purl sts including the yarn overs.
