increasing on different rows

I am a little confused and need clarification on the sleeves of a pattern. The pattern states the following -
Beginning with a knit row, work in st st, inc 1 st at each end of first row and evey following 4th row, until you have 32 its. My question is what do I consider the 4th row. After doing row 1 do I start counting row 2,3, and 4 or do I start counting over with the next row as row 1, the 2,3 and 4?

If you increase on row 1 then you want to increase 4 rows later so the increases would be on rows 1, 5,9,13 etc. For me that’s the easiest way to count rows but whatever way makes sense to you is fine as long as you have 3 plain rows between increases.
