Increase in pattern?

not sure if this is the right place for a pattern question but here it goes:
Pattern is: LW1423 just us girls- small child 6-10

Cast on 19 sts
Row 3: Knit 0(1,1,1), [inc, place marker, P1,K1,P1, place marker, inc, K 0(0,1,1)] 3 times, inc, place marker, P1, K1, P1, place marker, inc, K0 (1,1,1)- 28 sts (I’m stuck)
Where it reads to increase does that mean just to keep knitting the 19sts since there is a K0? but the total sts are 28 -

Since you are knitting a multiple size pattern the K 0 is for the first size. In this case your first stitch would be an increase in the way the pattern describe continuing on per the pattern directions.

Have you increased in either row 1 or 2. On row 3 you will increase a total of 7 times. If you knitted straight from casting on 19 stitches you would be missing 2 stitches some where, since you would only have a total of 26 stitches that way.
