Working on a sweater neck line. Pattern states ‘dec 1 st at neck edge of next 4 rows and at same time cast off 10 sts at beg of 2nd row, then 10 sts at beg of following alt row.’

Can anyone translate for me please? Do I dec and cast off on alternating rows

Decrease at the neck edge on the next 4 rows, rows 1,2,3 and 4. Cast off 10sts at the beg of rows 2 and 4.
