5 sts, (K1, P1) twice, K1. I understand this
This is where I am stuck
Working all decs as set, dec 1 st at each end of 3rd [next: next: next] row and
0 [5: 11: 13] foll alt rows, then on
6 [5: 3: 3] foll 4th rows, then on every foll 8th [8th: 8th: 6th] row until
65 [73: 81: 91] sts rem.
Any help much appreciated

What is the name of your pattern and which size are you making (1st,2nd,3rd, etc)?
For the smallest size dec at each end of row 3 and then rows 7,11,15,19,23 and 27 then rows 35,43,51,59 and so on until the stitch count is 65sts. (Whenever there is a 0, x or - for your size, skip over that direction and proceed to the next direction.)

My pattern is Linnea Tunic, Third size(L)
The pattern has a border on the ends. I don’t see how I can decrease the ends. Also, I don’t understand “working all decs as set”.

Mmm, pretty.
The pattern should have an earlier row that had decreases and told you where to place the decreases. Something like, “knit 4sts, ssk knit to 6sts from the end of row, k2tog, k4.” Those directions “set” the decreases.
If you don’t find instructions like that then decrease inside the border. Knit the border, decrease, knit across the row to 2sts before the border, k2tog.
