We need a little more context. What does it say to do on the previous rows and this row? But please don’t paste in the whole pattern.

On the previous rows -Beg with a k row, work 7 rows in St st.
[B]Next row[/B] [P next st tog with corresponding st 7 rows below] to end.

Okay, I think this is going to make a sort of hem. So you would purl the st on your needle together with the stitch on the cast on row directly below it. Then purl the next stitch together with the second stitch from the cast on, and so one across the row.
