Hi there, I saw a felted bag with a ruffle around the top. Could someone tell he how to do that ruffle stitch, or if you have seen that pattern, tell me where to find it.

A ruffle is made by doing a lot of increases. At the edge, inc in every st in the next row. Work a row plain, then inc in every stitch again. Repeat for as long as you want the ruffle to be (usually about 6 or 8 rows). Or you can inc on every row.
